NBI finds new dashcam video ‘substantial’ in probe of Cabral’s death
The National Bureau of Investigation (NBI) said it received new dashcam footage that could be “substantial” in the ongoing investigation of the death of former Department of Public Works and Highways (DPWH) undersecretary Maria Catalina Cabral.
