Noncitizen Kansas mayor accused of voter fraud has cast dozens of ballots since 2000, documents show
A Kansas mayor who is not a U.S. citizen, despite residing in the state for most of his life, has been accused of illegally voting “multiple times” — and documents obtained by Blaze News seem to support those allegations.
Last month, Kansas Attorney General Kris Kobach (R) held a press conference to announce that Coldwater Mayor Jose “Joe” Ceballos, 54, had been charged with three counts of voting without being qualified and three counts of election perjury, all felonies.
He could face more than five years behind bars if convicted. Tricia McLaughlin, assistant secretary of the Department of Homeland Security, added that a conviction would also prompt “removal proceedings” for Ceballos.
Ceballos appears to have cast a ballot at least once every year or every other year, beginning on August 1, 2000.
“In Kansas, it is against the law to vote if you are not a U.S. citizen. We allege that Mr. Ceballos did it multiple times,” Kobach said.
Voter registration applications and voting history records sent to Blaze News in response to a public records request seem to confirm Kobach’s allegations.
The two voter registration applications for Ceballos, one dated April 1999 and the other December 2012, indicate he established Kansas residency all the way back in 1986.
Both documents asked the applicant to confirm U.S citizenship. “I Swear or Affirm that I am a citizen of the United States,” the 1999 application states.
On the 2012 application, the “yes” box next to the question “are you a citizen of the United States of America?” is marked. The signature section then reiterates: “I swear or affirm that I am a citizen of the United States and a Kansas resident.”
Ceballos appears to have signed the 1999 application as “Joe” Ceballos and the 2012 application as Jose. He did not register for a party on either application.

The criminal complaint filed November 5 stated that Ceballos is “not a citizen of the United States,” and DHS noted that he received a green card in 1990 but remains a citizen of Mexico.
He was convicted of battery in 1995, according to DHS.
Moreover, Ceballos’ voting history revealed that he participated in dozens of primary and general elections since 2000, the earliest records the Comanche County clerk claimed to have.
According to the records, Ceballos cast a ballot at least once every year or every other year, beginning on August 1, 2000. The records indicate Ceballos voted in November 2000, 2004, 2008, 2012, 2016, 2020, and 2024.
It is unclear why a Republican Party affiliation was recorded for votes cast in the November 2004 and 2024 general elections.

Allegations that Ceballos had voted first made headlines after he won re-election as Coldwater mayor on November 4, and City Attorney Skip Herd claimed that Ceballos had applied for U.S. citizenship just this year.
“He applied for citizenship in February of this year and, through that, raised the issue of whether he was a legal citizen,” Herd said.
Ceballos admitted to the Wichita Eagle that he did come to America as a child — the outlet described him as being “undocumented” at the time — and that he has since voted in every local, state, and federal election since 1991. However, he explained that he simply misunderstood the law, believing that the “permanent resident” designation on his green card meant that he was a citizen.
“I haven’t seen Mexico since I was four,” he said. “I don’t speak Spanish anymore. If I get deported, it would wreck my life.”
His attorney, Jess Hoeme, indicated that since Ceballos did not intend to vote illegally, “he’ll beat this” case with the jury.
Records from the Comanche County clerk’s office revealed that Ceballos’ voter registration was canceled on October 17, 2025. Those records further showed that he had been registered to vote in federal elections since at least February 2003, that he was at some point registered as a Republican, and that he filed a change of address in 2013.
Ceballos told the Eagle that he “probably” voted for Kobach to be state AG and for Donald Trump to be president every time they ran, even though in general, the twice-elected mayor is rather indifferent to politics.
“If politics comes up in Coldwater, I generally just get up and walk out,” Ceballos said.

Ceballos, who received nearly 83% of the vote from fellow Coldwater residents just a few weeks ago, enjoys continued support from his community.
“As a mayor, he’s done a wonderful job,” said Britt Lenertz, president of the Coldwater City Council. “As a city councilmember, he’s done a wonderful job. He’s always put our community first in everything he does.”
In an official statement, Lenertz acknowledged that the allegations were “concerning” but called for patience as the legal process unfolds: “We will allow the proper legal process to take its course before making any further comments. It’s important that we respect both due process and the integrity of our local government.”
Longtime friend Ryan Swayze described Ceballos as good-hearted and well-intentioned but also a bit naive. Swayze and his dad as well as Ceballos’ old special-education teacher all partially blame themselves for not explaining to Ceballos during his formative years the differences between permanent residents and U.S. citizens.
Ceballos did not respond to Blaze News’ request for comment, but he did hint to the Wichita Eagle that the charges have greatly affected his well-being.
“I’m scared,” he told the outlet. “I’m not sleeping.”

Brandon Johnson, Chicago’s Democratic mayor whose disapproval rating is over 60%, joined Philadelphia District Attorney Larry Krasner and other American leftists in complaining to foreign bureaucrats on Friday about the Trump administration’s faithful enforcement of federal immigration law.
After detailing some of the ways that his “sanctuary city” has worked to undermine federal law enforcement initiatives, Johnson stressed to members of the United Nations Human Rights Council, “We cannot do this alone.”

“That is why I call on this council to hold the federal government of the United States to the same standards of accountability you apply elsewhere in the world,” said Johnson, whose city has seen at least 368 homicides already this year. “No country should be above international law. Human rights are universal or they are meaningless.”
When asked about Johnson’s request that foreigners meddle in American politics, White House border czar Tom Homan told “The Big Weekend Show” that it “just proves he’s not that smart.”

“Asking the United Nations to, you know, interfere with ICE enforcing U.S. law is like asking an arsonist how to stop a fire,” said Homan. “The [International Organization for Migration], part of the U.N., helped fund the mass migration during the Biden administration’s four years, spending millions upon millions of dollars helping that … international migration coming to the United States.”
Homan underscored that the “United Nations is not going to tell President Trump what to do. President Trump was put into office on the promise of making this country safe again, on the promise of having the historic deportation operation — that’s exactly what America’s getting.”
‘We live with the consequences of that moral failure every day.’
The border czar noted that in addition to making Americans safer by giving the boot to criminal noncitizens and securing the border, the Trump administration’s clear messaging to would-be invaders that they’re not welcome has also saved the lives of thousands of migrants who might have joined the multitudes who previously died trying to reach America.
In their campaign to protect the people of Chicago from the illegal aliens Johnson is apparently keen to harbor, ICE has caught numerous dangerous criminal noncitizens.
For instance, two days before Johnson’s appeal to the U.N., ICE officers captured Alan Eduardo Garcia, an illegal alien from Mexico whose rap sheet includes arrests and convictions for felony strangulation, domestic battery, disorderly conduct, battery causing bodily injury, aggravated battery against a handicapped or pregnant woman, and unlawful use of a firearm, the agency claimed.
Among the other apparently dangerous foreigners ICE has captured in recent weeks was an illegal alien from Somalia who has convictions for multiple domestic assaults, rape, and multiple DUIs; a convicted murderer from Mexico; and multiple members of the terrorist gang Tren de Aragua.
Johnson suggested that the Trump administration’s refusal to let the U.N. police its actions amounts to a “moral failure,” adding that “we live with the consequences of that moral failure every day.”

The triumph — for now — of New York’s Muslim socialist mayor
If the polls are right, New York City is about to elect Zohran Mamdani as its next mayor. An avowed socialist, he’s riding a wave of “free stuff” politics to victory. Mamdani also describes himself as a proud Muslim who says his faith will no longer “hide in the shadows” of American life.
It’s hard to know what he means. Mosques exist in every major city. Muslims worship freely under the same First Amendment protections as everyone else. What Mamdani seems to want isn’t tolerance but cultural submission — not coexistence, but acceptance. To dissent from his worldview, he insists, is “Islamophobia.”
The choice remains what it has always been: guilt or grace, grievance or truth.
That accusation follows the left’s familiar playbook: disagreement equals bigotry. Americans, however, don’t need to fear Islam to reject its false claims about reality.
The politics of pity
Recently, Mamdani told a story — sometimes about an aunt, sometimes about a cousin — who supposedly stopped riding the subway after 9/11 out of fear. The details change, but the purpose doesn’t: to draw sympathy and votes through emotional appeal.
We’re meant to respond, “How cruel Americans are!” The fact that this narrative works says something profound about the collapse of moral imagination among American voters.
“Never forget,” New York once vowed. Now the city seems to say, “We forgot — remind us again, and where’s our free handout?”
After a terrorist attack that killed more than 3,000 people — planned and carried out by Islamic extremists targeting symbols of American capitalism — one might expect some soul-searching. Shame could have led to repentance, reflection, or even conversion. Instead, Mamdani invites Americans to feel guilty for making a Muslim feel uncomfortable after 9/11. The villain becomes America itself.
This is textbook DARVO — deny, attack, and reverse victim and offender. It’s the same intersectional ideology that now dominates universities and city halls. Mamdani’s campaign is its political expression: Islam as the newest “oppressed” identity, ready to claim power in the name of liberation from “whiteness.”
Selective shame
Christians, by contrast, are told to feel shame constantly. From kindergarten to college, they are lectured about crusades, inquisitions, and colonialism — most of them centuries past, all of them endlessly exaggerated. Professors call it “deconstruction.” The goal is to make young Christians feel guilty enough to abandon their faith.
So shame is permitted and even celebrated — but only when it weakens Christianity. The moment it might challenge Islam, it becomes taboo.
Why? Because the modern left keeps a hierarchy of sacred victims. In that moral pecking order, Islam isn’t a religion but a protected identity, immune from criticism. That’s why progressives can champion Islam while rejecting Christianity, even though no Islamic society on earth practices the liberal values the left claims to cherish.
The contradiction is glaring, but ideology blinds them. The left despises both Christianity and capitalism, so a Muslim socialist like Mamdani suits prgressive purposes perfectly.
Rival gods, rival visions
Religion isn’t like ice cream. You can enjoy multiple flavors of dessert, but not multiple visions of truth or multiple gods. Religions offer rival accounts of reality: who God is, what man is, and what the good life requires.
Christianity teaches that Jesus Christ is the eternal Son of God whose atoning sacrifice restores sinners to communion with their Creator. Islam denies that. It teaches that Jesus was only a prophet and that salvation comes through works — keeping the Five Pillars — without assurance of grace.
In the Gospel of John, “In the beginning was the Word, and the Word was with God, and the Word was God.” Islam’s Quran insists that Jesus was merely a messenger. Yet Islam also claims that the Quran itself is eternal and uncreated — the word of God manifested in a book, not a person. Christians believe the Word became flesh. Muslims revere a text instead.
Even the Quran, in 5:68, tells Muslims to uphold the Torah and the gospel. But those very texts affirm Christ’s divinity and the atonement — the truths Islam rejects. This “Islamic dilemma” reveals the irreconcilable divide between the two faiths.
A society built on Islam will not resemble one shaped by Christianity. The two produce fundamentally different understandings of law, grace, family, and freedom — and therefore of government itself. Mamdani has already made clear that his Islamic convictions will shape how he governs.

The only cure for confusion
In “Healing the Open Wounds of Islam,” Vishal Mangalwadi reminds readers that it was Christianity — not secular philosophy — that transformed Europe from barbarism to liberty. Only the Bible’s message of redemption through Christ can do the same today.
This is a moment for American Christians to recover moral clarity and preach the gospel boldly to Muslim neighbors. Only biblical truth, not multicultural sentimentality, can sustain freedom.
So let’s return to Mamdani’s changing subway story — the aunt, or cousin, or whoever she was supposed to be. Shame can serve a noble purpose when it leads to repentance. After 9/11, the right response to evil wasn’t self-pity but the words of Christ:
“Come to me, all who labor and are heavy laden, and I will give you rest.
Take my yoke upon you, and learn from me, for I am gentle and lowly in heart,
and you will find rest for your souls.
For my yoke is easy, and my burden is light.” (Matthew 11:28-30)
The choice remains what it has always been: guilt or grace, grievance or truth.
Never forget which one leads to freedom.
